    社会的常識、特に医学的常識を外れて薬物を使うことを「乱用」と言います。 使用を禁止されている覚醒剤や麻薬等は一度使っただけでも「乱用」です。 睡眠薬等の医薬品を医師の指示した目的や方法に従わずに使う行為も「乱用」です。 覚醒剤や麻薬などの薬物は脳に作用し、興奮若しくは抑制作用、知覚の変化などをもたらし、気分が高揚して頭が冴えたり、不安やストレスが解消されたり、疲れがとれた感覚になります。 しかし、これらの状態は全て薬物による一時的なものです。 薬物は、これらの薬理効果が切れた時の苦痛から逃れるため、薬物による効果を強く求めるようになる「依存性」が形成されます。 また、繰り返し乱用しているうちに同じ量では効かなくなる「耐性」も生じます。
